with 40K pesos you can get an old car or locally assembled “owner type” jeep. or a brand new china made motorcycle.
anyway you don’t need expensive car in that region.
Going with the common flow of life in new area of assignment is needed for some survival reason

Car prices are not far off from USA. So you can expect 20,000 usd for new SUV or 6-10,000 for compact new, or for 1,000 you can expect piece of s**t.
If possible you can live in an area with jeepney, bus, tricycle, and do a lot of walkingto local places. Try not to live far out.

Either a really broke down car or an old tricycle.. You can probably buy a moped and that would probably be the best one for that price.. You might just have to add a few more dollars but you can probably find a cheap one… cars are actually more expensive in the Philippines than in the US and gas prices are 75 cents more expensive per gallon than in the US…Goodluck
